Change in the Tax Administration’s Refund Process (August 19, 2025)

The Finnish Tax Administration has changed the refund process for self-assessed taxes paid to the tax account, effective August 19, 2025.

Previously, in the MyTax (fin: OmaVero) service, users could choose to have refunds processed later: after the next general due date or saved for later use. These two options will be removed, and going forward, refunds will be paid automatically as soon as the tax return has been processed.

Recommendation: Submit self-assessed taxes in separate declarations

To prevent negative VAT from affecting the payment status of other taxes, we recommend submitting self-assessed tax notifications separately. This helps ensure that refunds and payments are allocated correctly.

For example, if a negative VAT amount (e.g., -600 €) is declared together with other self-assessed taxes (e.g., 2,000 € withholding tax on dividends), the negative VAT will no longer automatically reduce the amount payable for other taxes. In this case, the full 2,000 € must be paid, and the VAT will be refunded separately.

You can choose the information to be declared in step 1 of creating the self-assessed tax return notification (right after clicking “Create notification”). At this point, we recommend selecting only one option. Due to the changes in the Tax Administration’s practices, we will be refining the steps for creating tax notifications, and in the future, the process will likely be updated so that both options can no longer be chosen at once.

(Note: If the reporting periods for VAT and other self-assessed taxes are different, it has already been possible to select only one option at a time when creating the notification—so in this case, the process does not change.)
